Republicans Keep their Commitment For an Honest Budget

In 1992, House Republicans inherited a $400 million budget deficit. This deficit was direct result of state government "living beyond its means", committing unearned revenue to costly government spending programs and mortgaging the future of Iowa’s families.

As a result, House Republicans led the fight to improve spending reform laws, establish a "rainy day" emergency fund, and cut taxes for Iowans – lessening the dependency of big government on the family wallet, and we keep that commitment to you still today.

Commitment to "99%": State spending laws limit government spending to 99% of revenue, preventing the state from creating a budget deficit. Republicans refused to adopt the Governor’s illegal budget proposal, and instead, proposed their own budget that does not violate state law.

Restrain "Big Government": The Republican budget plan proposes a combination of new spending and reallocation, limiting overall budget growth to 2.3% (lowest spending increase in seven years).

Funding Iowa’s Priorities: The Republican budget plan focuses on the priorities of Iowa’s families:

  • $54.2 million increase for K-12 education
  • $51.2 million increase to improve access to healthcare and expand substance abuse programs
  • $6.8 million increase to Iowa’s judicial system to continue to fight drug dealers and violent offenders
  • $26.2 million property tax reduction including Machinery & Equipment and elderly tax credit

Families, Economic Development Key to Securing Opportunities For Iowa

Promoting growth and opportunity across Iowa remains my priority for Republicans in the Iowa House of Representatives. To foster this development, the economic climate must be

 

one that limits the tax burdens on Iowa families, provides a diversified and well-trained workforce, and responsibly manages the regulations placed on small business.

Tax Cuts For Iowans:

  • Historic Preservation Tax Credit – To foster the redevelopment of Iowa’s "Main Streets", Republicans have chosen to provide tax credits for rehabilitating historical buildings. This tax credit is expected to benefit communities across the state.
  • Pension Tax Exemption – Republicans have designed a plan to increase pension exemptions for Iowa’s seniors. Under the Republican proposal, pension exemptions would be raised from $5,000 to $6,000 for persons filing individual tax returns and from $10,000 to $12,000 for persons filing joint tax returns. Governor Vilsack vetoed this measure last year.
  • Republicans have also proposed creating an alternative method for calculating tax credits for business research and development. This alternative calculating method will provide Iowa business with the opportunity to maximize their investment in new products and technologies, in turn, creating a business climate open to expansion and recruitment of new industry in the state.

Sales Tax "Holiday": This Republican initiative is designed to give Iowans tax relief on clothing and shoes as families prepare their children for "back-to-school". The legislation provides for a sales and use tax exemption for clothing and footwear purchased on the first weekend of August each year. The exemption only applies if the article of clothing or footwear costs less than $100 per item.
